Our History
The Indiana Plan was created and incorporated in June 1970 as the Indianapolis Plan. President Lyndon B. Johnson under Executive Order 11246 created Hometown Plans to address and correct the problem of low minority particpation in the construction trades throughout the country. The Indianapolis Plan was expanded by the Indiana State Building Trades Council to be the to a statewide recruitment and outreach program in July 1995.
